The Ministry of Health is committed to providing access to the web portal of the National Health Information System in accordance with the requirements of Articles 58v-58g of the Electronic Governance Act and Articles 39-39a of the Ordinance on the General Requirements for Information Systems, Registers, and Electronic Administrative Services, adopted by Council of Ministers Decree No. 3 of 9.01.2017.
"Accessibility" is a quality of the NHIS that ensures the ability of all citizens, regardless of age and physical abilities, to observe, understand, manage, and interact through its user interface.

The signal is reviewed within two months of its receipt, and within the same period, a response is prepared, which contains a description of the actions and measures taken to eliminate the accessibility violation and the period within which the specified accessibility violations will be eliminated, or a reasoned refusal, in cases where the request is deemed unfounded and unlawful.
V. Implementation Procedure
If the signal you submitted regarding a violation of the accessibility requirements of this site is not responded to within the period specified in Section IV, or if the MH has not taken the measures to eliminate the accessibility violation specified in the response to your submitted signal, you can file a complaint with the Minister of Electronic Governance in accordance with Article 58g of the Electronic Governance Act and Article 39a of the Ordinance on the General Requirements for Information Systems, Registers, and Electronic Administrative Services, adopted by Council of Ministers Decree No. 3 of 9.01.2017.
The signal sender can file a complaint with the Minister of Electronic Governance for non-compliance with the accessibility requirements or non-compliance with the procedure for reviewing signals. The Minister of Electronic Governance reviews the complaint under Article 58g, paragraph 2 of the Electronic Governance Act immediately. If necessary, he may request data and information from the MH necessary for ruling on the complaint.
The Minister of Electronic Governance may request a binding opinion from the Minister of Labor and Social Policy on issues that are not of a technical nature and are related to the specific needs of people with disabilities when such issues arise during the review of the complaint. The Minister of Labor and Social Policy and the Minister of Health present their opinions within 14 days of receiving the request.
After collecting the necessary data, but no later than one month from the receipt of the complaint under Article 58g, paragraph 2 of the Electronic Governance Act, the Minister of Electronic Governance rules on it with a decision that:
- Provides mandatory instructions if a violation of the accessibility requirements of the content under Article 58v is found and specifies a deadline for their implementation by the MH, or
- Rejects the complaint if no violation is found.
The decision of the Minister of Electronic Governance is subject to appeal under the Administrative Procedure Code.
