Information

The National Health Information System (NHIS) was created under Grant Agreement No. BG05SFOP001-1.002-0007 dated 21.03.2017, for the project 'Completion of the National Health Information System (NHIS) – Stage 1 and Stage 2' with the Ministry of Health as the beneficiary. The project is implemented with the financial support of the Operational Program 'Good Governance' with the support of the European Structural Funds.

In 2020, a contract was signed between the Ministry of Health (No. RD-11-333/22.07.2020) as the Contracting Authority and Information Services as the Contractor, for the 'Development and implementation of the National Health Information System (NHIS) and providing of warranty support'

As the Contractor, Information Services places at the core of organizing, planning, and implementing the digital transformation in the healthcare sector, an environment of open communication among all stakeholders in the project and prerequisites for collaboration between them.

All stakeholders – patients, doctors, pharmacists, legislative bodies, state administrations, professional organizations, private and public healthcare facilities, clinical laboratories, patient organizations, private business representatives, software companies, etc. – are given the opportunity to express opinions. They can make suggestions at any stage of the development, upgrading, and maintenance of the NHIS, taking into account the different levels of digital maturity, technological capabilities, and generations of software systems they have.

The NHIS is designed for easy and phased upgrading with new modules and functionalities. This allows for an easier implementation process within an existing ecosystem and acceptance by end users.

The NHIS follows the international FHIR standard of HL7, which will allow easy information exchange with other European healthcare systems.

As part of the development of the NHIS, a unified health information portal his.bg has been developed, which provides public information related to the development of e-health and provides controlled access for citizens and users of medical services to their personal electronic health records and all documents registered in them.
