As of today, 1 April 2025, all medical professionals of the Territorial Expert Medical Commissions (TEMC) have full access to health records of patients with permanent reduced work capacity and to all medical information recorded in the National Health Information System (NHIS). The system was launched by Information Services following a successful pilot project which provided access for National Expert Medical Commission (NEMC) doctors to the records of citizens with a medical expertise.
"The new functionality provides 146 expert commissions from across the country with full access to all referrals, tests, epicrises, results and other health information of patients who have submitted documents for a TEMC decision," said Boris Kostadinov, Director of Software Integration at Information Services. According to him, this will reduce time for reviewing the disability documents many times, facilitate the work of the commissions and allow more than 1 800 doctors of medical expertise to take, quick, timely and informed decisions about health status of patients when reviewing the documentation. Until now, citizens had to wait several months for a TEMC decision.
To further facilitate and shorten time for reviewing documents for permanently reduced work capacity, Information Services developed a system for random allocation of documents in the TEMC commissions, which ensured publicity, transparency and traceability of the processes. Limitation of direct contact between doctors and patients has led to a drastic reduction in the abuse of TEMC decisions.
Citizens are now able to monitor and control entire process of medical expertise themselves. Through eZdrave mobile app and my.his.bg website, patients have access to all available documentation related to medical expertise certification - referrals from general practitioner, applications, decisions of TEMC commissions, etc.
