The time for processing applications for reduced work capacity by the Territorial Expert Medical Commissions (TEMK) has reduced by 96%. This was revealed in the technology show on the Bulgarian National Television (BNT) "Press F1", where Milena Ugrinova, Senior Business Analyst at Information Services, presented new functionalities of the Medical Expertise Control Information System (MECIS). As of 21.06.2024, the platform allows random allocation of applications, which drastically reduces the deadlines for referring documents to TEMC boards. Prior the digitization of the process, applications were allocated manually by the Regional Expert Medical Commissions (REMC) to the TEMC commissions, which delayed the process by months.

"The principle of random allocation of applications is pre-agreed and defined between the Ministry of Health and the National Expert Medical Commission (NEMC), regarding leading disease of patient, availability of doctors in the TEMC boards who can review the specific disease, and norm of TEMC commissions set by the Ministry of Health," stated Milena Ugrinova.

The show presented in detail the abilities provided by the medical expertise control system, the public information about existing TEMC boards and medical consultative commissions, which is available at https://ibd.mh.government.bg/, and the patients' access to their medical records on the platform via Qualified Electronic Signature. Through the system, citizens can submit electronic applications for assessment or reassessment, attach documents, track the status of their applications, see when their documents are scheduled for review by the TEMC commission, etc. The platform provides information on referrals and reports already issued by the Medical Consultative Commission (MCC), TEMC decisions, appeals, if any, etc.  The system also allows submission of appeals against the TEMC decisions, which must be signed with a Qualified Electronic Signature.
