The National System Integrator - Information Services has developed and launched an electronic medical record as part of the National Health Information System (NHIS). The module, containing patients' medical health information, was created in an exceptionally short period of 30 days and is among the best in Europe. It is the third important subsystem of the NHIS, following the electronic referral and electronic prescription, which the company implemented for facilitating Bulgarian citizens within just three months.

The electronic medical record registers and stores electronic health information and medical data for each patient, including general health information, examination data, therapies, interventions, outpatient sheets, prescription forms, laboratory tests, referrals, COVID-19 vaccination certificates, and more. Each patient can access their record through the NHIS health information portal by a qualified electronic signature (QES).

The record contains data and contacts of the patients' general practitioners, as well as a list of outpatient sheets from all medical and dental examinations and procedures performed. Each patient will have information about the date of the examination, the diagnosis, the medical facility, and the results of the examination. Detailed data of all blood donations, including plasma donations for COVID-19, electronic referrals, issued electronic prescriptions, prescribed medications, dosage and intake instructions, expert decisions of the Medical Expert Commission, information on allergies, vaccines, and more are published. Medical data in the electronic medical record is automatically recorded as a result of successfully performed medical activities for the patient, reflected in the NHIS. As the use of the National Health Information System by medical professionals and pharmacists expands, this information will become increasingly detailed and useful for users.

Special attention is given to COVID-19 vaccines. The electronic record will include detailed information about the vaccine and the certificate issued after the full vaccination cycle, with data on the ATC code, product trade name, manufacturer, batch, date of administration of both vaccines, country of administration, name of the administering doctor, and more. The data in the certificate is in both Bulgarian and English and can be used if necessary to verify the administration of the vaccine domestically and abroad.

The creation of the electronic medical record gives a strong boost to e-health in Bulgaria. Its goal is to provide each patient with detailed medical information, which will significantly improve the diagnosis and treatment of patients, lead to more accurate diagnoses and prevention, and more efficient resource management.

This successfully completed project demonstrates the key role of Information Services in the implementation of e-health in Bulgaria. Simultaneously, the company continues to work successfully on other projects related to the NHIS and healthcare in general, as well as its function as the National System Integrator.
